Acción Cultural Española (AC/E), a public entity responsible for managing Spain's presence at World and International Exhibitions, organises the Spain Pavilion and Spain's activities at Expo Osaka 2025. In 2023, AC/E held a public competition, and the architecture and design firms Néstor Montenegro, Enorme Studio, and Smart and Green Design were awarded the commission to create the Spain Pavilion at the 2025 World Expo in Osaka.

Its architectural design, by the studios Néstor Montenegro, Enorme Studio, and Smart and Green Design, evokes the organic forms of the sea and the sun's energy.
