Pereira Poetry Festival arose from the cultural activity carried out by the local university, especially a team of students. Together, at the end of the 1990s, they founded the magazine Luna de locos, the main promoter of the festival.
Its aim is to return poetry to the public space through different activities held all over Pereira and in several nearby municipalities. The activities are geared to a general audience, especially children and schools, where a great deal of the many workshops, lectures, talks and galas take place.
Over these past years Spain has enjoyed a constant presence at the festival through the attendance of poets such as Juan Carlos Mestre, Jordi Virallonga, and Jaume Pont on different occasions. In 2013, the festival attracted more than 15,000 people to its nearly 60 activities. It was attended by 26 Colombian poets and 12 international poets from Spain, Canada, Mexico, Panama, the Dominican Republic, Chile, Argentina, Ecuador and Colombia.
